This week, the Council of Chief State School Officers released a framework for ELP development standards that correspond to new content standards—the Common Core State Standards and Next Generation Science Standards. These standards, says the CCSSO, present a dual challenge for ELLs: These students must develop skills in a second language while also using that language to develop knowledge and skill in the content areas.
